When will release a stable version on v4?

Would it be possible to get a new feature for this release like tagging? or we will have to wait for 4.1, 4.2.
Tagging is under this RFC, as you may notice is not part of the 4.0 release, it won't be added to 4.0.
I don't have a specific release for tags, but it is on my priorities.
