User customizable listing options

Currently the system has listing options that control listing display. These options are global, this RFC is for making these configurable by each user.

Users should be able to customize listings on-the-fly in a similar fashion that palettes for:
  • Number of columns per device viewport
  • Fixed or fluid height
  • Turn on/off listing viewer
This will enable everybody to display listings content aware based on your usage context.
