Upload the same photo hundrets of times

I have an fucking asshole user, who uploads the same photo many times into a few minutes. Each upload under a different IP. Any way to ban this guest without to deactivate guest uploads?

I disable guest uploads - he's still uploading ...
I disable uploads too - he's still uploading ...
 
So - have now to shutdown the website coz everything is disabled, but the uploads still continous ...
