In my case it allows you to open upload page, but when you try to upload image it just sit there with progress bar not moving.
Checked log files in case if something else causing it - nothing there.

Setup I'm running:
Ubuntu 16.04.2LTS
Plesk Onyx 17.5.3
PHP 7.1.5 (FPM served by Apache)
