Upload Image failed

When I upload an image from my computer, it encounted an error, which says 'Can't move temp file to the target upload dir '. But when I upload one from URL, it succeed

Tried. Both 'chown apache:apche -R' and 'chmod 777 -R' used, not working. It said 'Can't move temp file to the target upload dir', where is the 'target upload dir' ??? Besides, there is a temp file in the /images/2019/12/02 while it reports an error.
