Upload file size limit issue

After setting my site the way I want, I tried to upload an avatar image and it wouldn't load and then I tried to upload actual images and every picture was apparently to big. I went to change the upload limit and this is the message I get. I have my server set to a 2Gig upload and I can't even upload a 1mb photo. Any suggestions?
