Unable to create upload folder

I get this error when uploading an image:
Unable to create upload folder
I hve tied to fix it but i could'nt.

You should run PHP with writing permissions. If your hosting can't provide this you will need to apply chmod 777 to the images folder.

the images had been chmod 777 , and i hve just built the apatche
