Unable to Add User - Request Denied

Description of the issue
When I click on "Add User" anywhere in the Dashboard (http://pornpichost.com/dashboard/users), it gives me a "Request Denied" error message, no matter what username, password and email combination I use.

I don't believe I have any settings that would be causing this to happen, but don't know for absolute sure.

I've also been unable to set up SMTP thru Google's G Suite. No matter what I do, it says incorrect server and password, but this isn't a huge deal. It's the Add User function I'm trying to fix here first.
 
I was able to add the user "test" so I'm afraid that I can't help you because I don't see a problem. You must give me all the steps that trigger this issue, otherwise I can't do anything.
