Support chunked uploads via API

For Chevereto v4.3.0 we are adding support for chunked uploads. This RFC is for extending chunked upload support to the API.

Where did you see this?
If the system supports chunked uploads via web then it is obvious that users will sooner or later ask for extending that functionality to the API.

Community interest
For sure.

Without this we can't get a desktop/phone uploader or any support for big file upload from any client device. In case you wonder why I accepted this even with the downvote.
