SMTP on new server

Hi, I have moved my site to a new VPS, all is ok except SMTP email, the SMTP server is working ok, as I have it set up in outlook and on my iphone and ipad, all works as it should, just not from the site, and when I try and change the settings under /dashboard/settings/email there is a long pause then this message,

"Service Unavailable
The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later."

Any ideas?
