Site can not be opened on my internet at home

the site on ipad android and pc can only be opened at home by puffin browser or by tethering phone. It will not connect to my site which is set up as personal not hosting if connected to the home network and using safari or normal browser on android or pc. puffin obviously creates a different ip. cpanel says no ip banned and dahboard says no ips banned. is there some setting somewhere i i must change
 
I don't understand what's going on, please explain it properly.
