Set all images uploaded by a user as unsafe by default

Like the autodelete default option in user profile, it would be good to have an option to set all images uploaded by a user is set as unsafe by default. This would be useful if a particular user upload NSFW images regularly but not necessarily adult.
 
It would be even better if Admins have an option to mark a profile unsafe. That way, they won't have to worry that a user will mark their images as "safe" in the future and the owner of the websites gets penalized by Google Adsense or similar ad network which do not allow NSFW images. If a user is recognized as regular NSFW uploader, his profile should be marked as such and it can't be overridden by the user, as all his images will be automatically served as NSFW images regardless of whether or not he mark his images as NSFW during upload.

+1 for this, I get warnings from Adsense alot an would like to flag profiles as unsafe an force all images they upload as NSFW.

Also, this may have been covered, but is there a possible future way for us to message internally to hopefully solve problems such as this? Like a user logs in and a pop up says "you have a message from the administrators!" And then we have the opportunity to have a one on one convo with the user where we can warn them of an infraction/ban/etc?
