Replace/Update Image/Link

I would like a Replace Image/Update Image feature. For example I have an image saved at https://cheveretoimagesite.com/images/1234.jpg I would like to go to the image page, as a user and have an option to upload a replacement. This can be great for when updating an advertisement image, a banner, or something else that is part of a script or resource.

So the replacement image will litterally take the place of the image 1234.jpg so nobody has to update their links. I only want this as a feature for the original uploader or the admins.
