Hello!
How to make sure that if I try to download an image through an API that has already been downloaded earlier, Cheveretto will immediately give me links to it, and not just give me a message of Repeating Upload?

If by "download" you mean upload then the answer is no. The API works as a public uploader and the duplicated upload is a limitation of the current system design.
