Removing animation/transition effect on home cover image

What is the best way to remove the effects on the home cover image? I want the image to appear in a static fashion rather than zooming in and out. I have attempted to remove some of the relevant CSS but I'm not an expert on more advanced things like transitions, and I either remove too much and the image loads but doesn't appear, or I don't remove all of the effects.

Any help on what code to remove would be appreciated.
