Remove "🔀 Random" form top menu

At this time the "enable_random" setting doesn't apply to administration neither content managers.

This is obviously not the desired behavior (otherwise it should mention "this setting doesn't affect...").

I have fixed the condition and the patch will be available in v4.2.0.
