Remote upload Works, but local wont.

I have the script loaded on windows running IIS (with ISAPI_Rewrite) and my issue is that I can't upload local files even using FTP. It works fine using a remote link.

I turned on debug, but I get no errors except "you must complete part of the form in order to continue"
I tried running FTP, but also got nothing. Server shows user logs onto FTP, but just instantly disconnects).
php.ini upload limit is set to 560MB (for testing).

It seems like no variable is being pushed to the server when I hit the upload button.

I appreciate any help.
