Put images in administrative lock / moderation lock

I would like to be able to put images in a locked status, where they cannot be deleted, but not viewed either.
I think that feature could be useful if
  • there is a takedown notification for copyright reasons that may take some days (or longer) to investigate
  • there is an image that is of questionable nature, and staff is unsure if the image is against site policies
  • there is an image that is of illegal nature, and the administrator wants to turn the image over to investigators
👏Where did you saw this?

I saw a similar feature in a commercial software (Medical Image Archive). If a VIP comes to the hospital, their medical images are locked, so that they are inaccessible for for general staff.
