Parse error on settings.php

Strange but I cannot install it in a new directory on my existing website.
error_log says:
06-Apr-2014 00:58:05 Europe/Skopje] PHP Parse error: syntax error, unexpected end of file in /home/xxxxxx/public_html/new/app/settings.php on line 1

settings.php is empty, contains only: <?php

Any idea? I tried php 5.4 and 5.5
 
Try deleting all the content (yes, just the <?php) from that file.
