Add so the script can send out newsletters to users who want's mails like this, that can contain latest content, most popular albums, users and much more, so new members and old members can find new interresting content and users to follow.

Add also so that staffs can send out important mails to inform users for any downtimes / maintenance and much more.

While in theory we could add this, what's the point anyway? Just like you should use specialized services/software for your email marketing, we should focus development on the stuff strictly related to image hosting.
 
Well it's usefull for those who does not want to pay 3rd party services that can do this. That's the idea of having built in newsletter feature, where you can make script generate and send newsletters with latest users, most popular uploaders of month or week and so on.

Also its not easy for everyone to get a template to list latest users, content and so on in a mail.

About mass mail sending, it would also be better for it to be in script as well so it can automatically send mails to all users email adress, otherwise you gota tell users to subscribe to 2nd link and that is what most people does not want todo. They will just say where they signed up is enough.
