So you'll want to go for a two prong approach. If you have any linux experience than a VPS is great. Hiring someone to do this for you will be best if you don't know how to do basic service commands, but ultimately it will be the most scalable.

For VPS, in terms of hosting, I highly recommend starting out with a the cheapest OVH plan. This is what I use for lots of projects. This starts at under $4 for pretty good service https://www.ovh.com/world/vps/ Digital Ocean is another good choice and their plans start at $5 https://www.digitalocean.com/pricing/ - Be aware, these are not good for someone who needs support, and help. If you need to someone to walk you through it you need to hire someone like me and or use a managed hosting provider. These are unmanaged. This means that if you break it, it's your fault.

Once you do this then using the built in features for Amazon hosting in CHV is critical. These plans I mentioned above don't come with a lot of space for hosting files. Amazon S3 has very good plans for hosting. https://aws.amazon.com/s3/?hp=tile&so-exp=below

Using this combined will keep your initial start up costs under $10 and allow you to expand. Eventually, if you grow rapidly you will have higher costs than that... But this should allow you have a stable site running spread out of multiple mediums and if you run into rapid growth, expansion is VERY easy and cost effective without having to hire someone to move your stuff, it's simply upgrading to a new plan.
