Moving content of app/themes/Peafowl/pages to the database

Now the default pages privacy.php and tos.php often get overwritten when updating Chevereto to a new version.

Also it's better for the separation between script and content.
 
pls read the upcoming features for 3.6.x pages manager is already on its way 😉

just need a little search in the ongoing topics...
