Manual activation of new users by administrator

I am not sure if this has already been suggested... but would it be possible to add a feature that new users are only activated after I (= administrator) have manually activated their user account?

I am using an similar setup in my forum - as soon as a user signs up, I get an information in an e-mail and I can then decide if I want to activate the new user or not. That would prevent spammers from activating their accounts in Chevereto.

At this time accounts doesn't need manual approval but it could be added later.
