I ask myself this, if someone like me have a personal but public site, the like system can not be used?
So I need to set open membersystem, with no upload permission. Hmmm.... can this be done on another way?
 
No, the like system won't be able to turned on or turned off at this time. Those conditionals could be added later on but not at this time because the release is already delayed.
