License chooser

@Rodolfo Please add this feature for admin, only admin can select license for images not user's & user's are bound to upload images under the license chosen by admin. Like i want to upload them under the license of CCO & they only show CCO license while uploading. Is that possible?

I don't see the problem allowing users to set the license, Flickr does it isn't?
 
I know flicker allowing users to choose their license for images but it would great if you can add option like i said as my aim to provide CCO images.

you can add option in admin panel if users want to choose license or admin want to choose license something like that,
