It seems that dynamic webp is not supported as you said
I encountered the following situation

The format requires a couple of libraries and access to execute shell commands, because of that animated WebP won't be considered for V3. I'm afraid that there won't be support for animated WebP until Chevereto 4.

Correctly.
Only static webp images are currently supported.

At the moment there is no possibility to upload animated webp images to all customers.
Each server is configured differently and webp is not activated by default in the GD library used.

Maybe that will be possible with version 4 of Chevereto.
