incorrect time zone

Hello

The system has encountered a error when it try to connect to the database server.
  • PDOException: SQLSTATE[HY000]: General error: 1298 Unknown or incorrect time zone: '+04:-30'

what should i do to fix this error ? !!!

i cant change my server timezone plz give me another solution for this pr
 
Hmm anyhow, there is something weird with that offset, I will like to test it in your server.
