Make it so the admin can categorize images if he/she would like to. If enabled (by admin) list categories on the homepage with thumbnails of a popular image in each category featured as the category's default image.
 
I thought in the use of categories or tags but it doesn't work that well, I rather more a system where people puts a title or a description and that is, just like imgur.
