Description of the issue
I don't know why we keep getting ID overlaps. Entirely different server and setup now, and the entire thing followed us in the software. I erased id_reservations again which had 47 Ids in it. But, it seems to be happening randomly with GIFs.
For example this GIF was uploaded: https://nickpic.host/image/ICp9Qp
15 seconds later someone uploaded an entirely different GIF by a different person. https://cdn.nickpic.host/images/ICpTZc.gif https://nickpic.host/image/ICpJoA It's the wrong GIF.
Here's the problem, the second GIF was uploaded by the uploader of the FIRST Gif. The first person doesn't even have it listed in their images listing, and it's listed on the second person. This is the GIF the person tried to upload:

I had to disable duplicate uploads, just so she could even upload it. The title and the meta data are IDENTICAL to the last gif, the problem one.
I have 47 incidents of this happening this week, since the latest updates. We updated from 3.8.13 to this. Images are literally getting lost in the transfer. About 40 of them, both users had the same image listed on their images listing, but when clicked the .md. was a different image then the actual image.
I have no idea how to replicate this (Hasn't happened to me yet). But, I have gotten 47 reports. For them I just deleted the rogue images and told them to try again. This points to the fact there might be a deeper issue.
