How to place ads or other stuff under preferences button

Hello,
Can anyone help me about how to place ads (or images, text, menus, divs) under preferences button (left side) and "file types info" (right side) without breaking page layout?

 
Weel, edit footer.php and place the divs using position fixed or other css triks.
