help me install this on php 7.3 version

Great news, however, the licensing is just on the software, not in your website. You can license your website as it better fits your needs, the software is just what makes it work, is not the contents of your website.

Regarding SEO, I'm a total newbie but there are plenty guys with great SEO skills in this community, hope they can throw you some tips.
