Does the script not send a new subscription message or activation message? What's the solution ?

On the confirmation email (or any email sent by the system) you should be aware of the email delivery pitfalls that affect any website out there. You should go to dashboard/settings/tools and make sure that email delivery is working for you.

At this time you aren't using SMTP for your outgoing emails (dashboard/settings/email) which gets poor email delivery rates.

You should rely in SMTP providers like Sendgrid and make sure that all the thing is configured for optimal email delivery.
 
By the way, I'm getting the confirmation email (user). Maybe you were talking about notification of new signups (admin)? The system doesn't send notifications in these events.
