Rodolfo as you have given option in banners section to put ads on image page . so see this google says it's not allowed

That refers when you try to put some ad code in the image and fool the users make them think that the ad (in this case text link) is part of the image. As Google says, banner ads must be at 10px from an image so is not breaking anything. Different will be if you use a text ad with black background and try to fool people.

this means we can put adsense image ads in the image area? up and down the image in black layout?
 
As long as you don't try to fool visitors to make them think that the ad (usually text ad) is related with the image you are OK. That is usually done using an ad with back background, a font similar to the one used by the website and colors that match normal website links.
