Good and helpful tool for admins - can be reporting the image (flag image).
In case of: illegal content, DCMA (implemeted in contact already), extremism, offtopic, ...
Maybe flag image is enough, but checkbox with options will be better.

I think there was misunderstanding 🙂
I try explain it better:
For example imgur and many other image hostings have report image option, which can report image from any user.
