Filesize upload issue

Were about it the .php file to change the image upload max amount?
because it wont let me go no higher than 10mb, and it states max allowed by server 256kb.

also have same problem for (user background ) cannot increase this within the dashboard states Max allowed 256kb yet by default in box it states 5mb ?

also states this under (user Avatar) file size 5mb but Max allowed 256kb

on all options cannot lift this limit and go any higher so some reason.
