File upload problem

Background has set the maximum upload 10MB picture, I found that when I test, visitors can upload 7MB size pictures, but the login account to upload 7MB pictures will prompt File too big - Max 2 MB
It is hoped that staff can register account tests, visitors can upload large files and register user prompts.

Known bug, it will get patched in the next revision.
