I am not found the enable/disable option for email notify on user signup. Please let me know that where the option email notify on user signup?

My bad, I issued the release with an old snapshot. I found a nasty bug when I was building the release and that feature got missed.

Don't worry, I will include it in the next revision.

Sorry for the confusion.
