Hello folksssss

Maybe i have stupid question but what mean in admin panel :

Default language
German
Default base language to use.

1. So,i choose German language to be default language, then when user come to website from Germany,language will be in German ?

2. What is then with other languages, will then according to other countries IP every user from different country will see his language ?
