Custom URL Shortener

Is it possible to use a custom URL shortener service with the following API URL format:

Code: 
http://xxx.com/api/?url=<URL HERE>&api=<API KEY HERE>

Because at the moment the config file says that the URL must be at the end of the string?

This:
Code: 
http://xxx.com/api/?url=<URL HERE>&api=<API KEY HERE>

is the same as:
Code: 
http://xxx.com/api/?api=<API KEY HERE>&url=<URL HERE>
