Cannot upload as a non-admin user

🎯Description of the issue

After I create a non-admin user account and login to this account, I cannot upload any photos using the Upload button in the top right of the page from either the homepage or my profile page. The page just darkens and nothing pops up to start uploading content

▶🚶‍Reproduction steps
  1. Login as non-admin user > click 'Upload'
  2. Login as non-admin user > Navigate to 'My Profile' > click 'Upload'
😢Unexpected result

I am unable to initiate an upload of an image(s)
