Can you force a photo page to show captions?

Hello, I may have turned this off inadvertently, but I can not find how to switch it back if I did. Is it possible to show the caption of a photo on the individual page that has the exif data displayed?

Right now, when logged in, I click a photo and it goes into the gallery viewer mode (full screen, black background), I can click it again to show the image title. below there are three options, one if which is "About". About shows the caption and camera used to take the photo. But when I am not logged in, the About tab shows none of that information.

I would like to have a page when I click the photo from the view mode, it automatically opens to the about tab and displays the caption for non-logged-in users.

Is that possible?
