Add so we can ban users so when we ban a user, it will ban both ip and e-mail for new signups and it will make so user cannot login to it´s old account again, instead it will tell user that their account got banned with a reason for example TOS violation or w.e admin/moderator puts as reason when they ban the user.

Also when a user is banned and they try to re-signup it will tell them this ip is no longer allowed to create new accounts on our website or something.
