Avatar and Profile Background Camera Call

Hi, I have noticed when a mobile phone user tries to upload their avatar or background photo that it goes directly into their camera rather than having the option to select an existing image (like how the general 'upload' works). Is this a bug or purposely set this way?

Is there any way to allow mobile users to select an image as well? If so, can you please explain how I can make that happen?

*PS - if a bug, I hope I helped.

Problem is that there was the capture="camera" attribute in those file inputs. I've removed that for the next version so system will ask for camera/existing picture.
