1. Is it acceptable to use a core license on a dev/test server in addition to the production server, or would I need a network license for that?

2. What's the likelihood that we will see a premium subscription feature any time soon?

1. Yes you can, the Network license is used when you want to publish several different websites. For this case you can use a subdomain like test.something.com

2. Is very likely but there is a long way to get there.
