Updates always revert TOS & Consent pages

I don't install the updates unless it contains something I need - Why?
Because, every time I do, It knocks out my TOS & Consent pages that I have to Manually restore on the server.
JUST EXCLUDE THOSE PAGES or at lease create an Option to do so! - PLEASE!!!!

How did you make them? Since for me it does not reset them.
