I found that there is no codes found in the htaccess file.

Can anyone provide me a secure .htaccess file content?

I've downloaded v3.8.1 and the .htaccess file is included in the download. Maybe you don't see it because is hidden in your system (dot files).

Anyway, this is the stock .htaccess:
