This would be a great option to pipe into the new notifications system. Maybe Rodolfo can hook the routine that writes to the "deletions" table, and during that cycle also call the notifications function. Maybe have a few admin-defined message strings that can be offered for the admin to choose from.

Admin should be able to enter he message/reason for deletion which would be send to the user.
