Issue warning for users/warn users

Can we have the option to warn users about some violations, or something that we don't want them to do on the website? Sometimes users are a just victim because they're not aware of the rules on the website. If we could issue a warning, or ask them not to do specific thing via notification?

+1 Yes this is must feature. I don't want to ban every uploaders who upload adult content. They just don't read the rules. There should be an option to sent a notification or warning to the users instead of banning them.

I would love to see this go a bit further and have a log per user. Specifically a 'Warn/Abuse' section that only admin can see with past history... and then the warns come up as a notification when sent.
