I really don't think you are going to get a theme for $4.50US...but I might be wrong. Each theme I make for 2.x takes around 30 hours to design, code and test and the intention is to sell at least 5.
 
Are you serious?

A basic (unique = you are the only one with this design) design costs between 250€ (330$) and 400€ (530$), so i think you're joking 😀
 
i got a budget on 1$, i want epic picture uploader, animated theme with alot of functions, admin panel + evrything installed for me =)

You don't need buy a theme , because default theme are so nice . With 4.5 $ to buy a theme, i think that theme is not good , ugly than default theme...... :| :| :| :|
