Google page speed test and CSS problem ? Homepage

1 - my website's homepage fails the google speed test. Even though the homepage photo is under 300 kb. I think it's because it's animated. How can I make the image cover on the home page fixed? ?

2- Resources prevent the first coloring on your page. Consider the option to publish critical JS/CSS inline and defer all non-critical JS/styles
